CTRL + F (i think) is the friend/guild list. (Its the middle button in the upper left corner)
To add a person to your friendlist type /cc addbuddy NAME (ex. /cc addbuddy Zapduck , to list me) Then you can see whos online, their class and lvl.

Yes.. I miss the /who command too

leskarion - lvl 19 - guardian (duckhunter)
leonestar - lvl 14 - ranger (gnun - friend from GAT times)

There is a gui friendslist that displays online status, class, level etc in the top left corner.
And I advice everyone to work a little on the chatinterface, by spending 5 minutes you can make it work much like the daoc one with guild/group and public tabs.
No more missed tells or /gu
