Since you obviously haven't followed the original idea of how its going to be, I'll explain this:
- When PVP XP comes you'll get a reward (XP) from killing players who are not grey. You won't get any XP from killing greys, neither you will lose any.
- When Prison/Bounty system comes, grey people have the option to post you as wanted if you kill them. The more of these "wanted" markers you get, the more actively hunted you become (think them like GTA "stars"). If you are caught by a bounty hunter (who are NPCs, not PCs) you can buy your way out of it (it costs more money with higher wanted rating) or go to jail. In jail you'll have to do a certain number of "hard labor" (quests) to get out.
- When Prison/Bounty system comes, you will NOT lose XP, PVP levels or anything if you get "punished" for greykilling. At most you'll lose money (and even then its your own choice) or time. Also, its not like a bountyhunter will drop out of the sky like a finger of god every time you kill someone. You can still avoid bountyhunters by staying out of big cities untill your "wanted" rating gets lower.
